It's that time of year again, and no I'm not talking about the Holidays. It's the time when a new Card-Jitsu Game comes out and a new Ninja Challenge is revealed! This year there is very strong evidence to support the coming of Card-Jitsu Water later this month. Here is my theory on what will happen...
The Background of Card-Jitsu/Ninja's in Club Penguin
If you think that Club Penguin is just "stringing out" Card-Jitsu for what its worth then your wrong, having Fire, Water, and Snow Card-Jitsu was there plan from the beginning. Just take a look at the picture above. "Your journey's first step". It's talking about mastering Card-Jitsu, the next step would be to master the ELEMENTS of Card-Jitsu! This picture is dated back to November 2008, before Card-Jitsu came out.
This picture was taken the day Card-Jitsu was launched, you can see the elements above Sensei, fire being in the last order followed by Water and Snow. If you look now it will just say Card-Jitsu.
Here is another picture, this one was also taken the day Card-Jitsu was launched, and as you can see the Volcano (Fire), Water Fall (Water) and Mountains (Snow) are all there.
Lets jump back to March 2008, around the time during CPIP.
One night I was on the test servers during CPIP and saw some penguins testing the new servers under the names of Disney Test. I found out that it was Club Penguin staff/moderators (including Billybob). I got to talk to them one-on-one and found out lots of exciting information. They said Ninja's where coming in June? Of course they didn't come in June 2008 but CP could have maybe ran into some bugs which led to them releasing it later.

There will be a rainbow and the free item my be on the end of it!

NOTE: If you do not belive that they where staff and mods look at the facts, the date on that post was March 14th 2008. 1: Ninja's did come, just not in June. 2: We still can't be sure about this one. 3: We can't be sure about this one either. 4: I think 2008 was the best year for CP (toys, ninja's, treasure book, NYC Party, etc). 5: RH did come back in May that year. 6: The Easter Free item for 2008 in fact was Green Bunny Ears. Now lets jump forward to November 2009. The picture below was taken when we had to hunt for Sensei's "Fiery Items"...

I could go on and on with all of the information (just do some searches on this sire for Ninja's, Card-Jitsu, Sensei, etc. and you'll find all kinds of cool posts!) but I'll get to the point.
The Storm
When the Card-Jitsu was launched in Fall 2008, the storm defiantly played a big part in it.
The storm in 2008 (before Card-Jitsu) brought us Ninja Shadows in the old Dojo:
(Look at the steps on the bottom right at @ 0.19 - 0.21 in the video)
It brought devastation to the original Dojo:
Lightning struck the Dojo causing Sensei to come, which led to Dojo Construction and eventually Card-Jitsu!!

Lux1200's Theory on Card-Jitsu Water
Just like the storm playing a big part in Card-Jitsu, it plays a big part in my theory:
This article was taken from the CP Times Issue #261. Gary predicts the storm will last longer, and it has.
This was taken from a more recent issue, #264. Gary says the storm is acting weird and for some reason he has something of equal importance to do and hasn't done more research! The second paragraph says that it is never stormed in Club Penguin, but it is possible!
Look at this background (brand new one from the most recent Penguin Style), it shows the storm raining on the Island!!
Another interesting thing to point out is that this background is a MEMBER ONLY BACKGROUND! Since when was there EVER a Member Only Background? I don't ever remember there being one. Not to mention that Card-Jitsu Fire is a game for "Member Ninja's". This could be a sign that it will rain and that CJ Water will be members only (or just that something that has to do with the storm will be members only, thoughts?)
So my theory is...
The storm that is covering the island will rain (very hard) and flood the island. Leading to Card-Jitsu Water. But how will it rain if Club Penguin is a snow-covered island!? My guess is the Volcano brings a heat wave (or something like that ;) ).
The Water Dojo is also most likely behind/inside the Waterfall, see the little break in the middle of the water fall?
I have to give huge credit to Rootin for leaving a comment letting me know about the storm raining on the island. But only time will tell if it really does rain.

Ninja Time Line
Sensei first came to Club Penguin when the Dojo was struck by lightning in October-November 2008. Sensei has been living in Club Penguin long before us, living in the Mountains. No one knew he existed until the Dojo was covered with snow after being struck by lightning. He came to help dig out the Dojo.
Signs of Ninja’s then started appearing around Club Penguin.
